Guernsey has recently introduced a new law which has transformed the way in which cases involving children and young people at risk of neglect, abuse, or offending are handled. In the majority of cases, they are no longer heard by a court but by The Child Youth and Community Tribunal, which is made up of volunteers from the community.

Early in 2008, the Health and Social Services Department approached Image Group to assist it in its objective of developing a campaign which would be successful in recruiting around 30 volunteers, spanning the age ranges of 21 to 65, to sit on The Child Youth and Community Tribunal.

Working closely with HSSD, Image Group created an integrated campaign of activity, which reached across the disciplines of advertising, marketing, PR, direct mail and web, to attract a range of volunteers from every walk of life, whilst also gaining support from local media and business community.

The six week campaign was launched in September 2008 and was a remarkable success with over 100 expressions of interest and more than 60 application forms recieved.
